Situation
Large refineries and gas-utility sites have not only sensitive technological zones but also extensive outer perimeters — administrative areas, parking lots, outer fences, maintenance roads outside the safety zones.

Even these outer areas must be maintained — accessibility, fire prevention, site appearance. And they tend to be vast.
